Pepito bashes credit-grabbing councilors

According to this indorsement, Mayor Edward C.

2015. The SP approved the MOA on Nov. 19 or
one month after.

CITY Administrator Francis Pepito lashed out at some councilors for taking sole credit for the Emergency Shelter Assistance (ESA) and then blaming the mayor for problems encountered during its implementation. According to him, Mayor Edward C. Codilla’s efforts should also be recognized.

“Dili man na nila puwedeng aktohan kung wala gi-endorso sa mayor. And I don’t think naay maka-contradict niana kay even the documents diha klaro kaayo nga gi-endorso gikan sa mayor. Ang mayor man mutan-aw og una niana. Di man na muabot sa ila didto kung di ganahan sab ang mayor niana,” he said.

Councilor Benjamin Pongos earlier admitted that the SP cannot do anything without the mayor's initiative during a meeting of the Committee on Social Welfare, Senior Citizens, Women and Family last Nov. 9 when he said: “Kini gyud Sangguniang Panlungsod (SP) muhatag lang mi og aksyon kung adunay endorsement gikan sa honorable mayor.”

Pepito informed that there is a long process before a measure reaches the SP’s door. “Taas pa ang proseso before muabot sa (SP) ang certain Memorandum of Agreement (MOA), for example kanang ESA. Muagi pa na sa Legal Department. Once ma-study-han na ang mga legalities niana, that’s the time nga ang mayor iya nang review-hon sa iyang opisina. Diha na niya i-forward ngadto sa City Council para mangayo siya’g authority to sign the MOA,” he explained.

Pepito clarified though that the successful distribution of ESA is a collaborative effort between different departments that did their share like the City Social Welfare and Development Office which identified the 52,325 family-beneficiaries. “Ang atong Accounting ug Treasurer’s offices nga nagrisgo pagkuha ug pag-accont nianang kuwarta," he adds.

Pepito added however that all of these wouldn’t be possible without the mayor. “Kay di man ni mahitabo tanan kung wala niya palihoka ang mga opisina nga gi-mention,” he said.

With the forthcoming distribution of the second tranche of ESA, Pepito called on the Ormocanons to lend their usual cooperation. “I hope tabangan nato atong mayor. Instead nga maghimo og istorya-istorya nga kahibalo man ta nga dili tinuod, tabangan nato nga ma-distribute ang second [tranche sa ESA] nga hapsay,” he concludes.

Release of Ormoc's ESA second tranche set

THE city government submitted to the Department of Social Welfare and Development Region 8 (DSWD-8) the Memorandum of Agreement (MOA) signed by Mayor Edward C. Codilla for the release of the second tranche of the Emergency Shelter Assistance (ESA) in Ormoc.

City Administrator Francis Pepito and City Legal Officer Ivan Verallo personally handed the MOA to OIC Regional Director Nestor B. Ramos. The MOA indicates that victims of super typhoon Yolanda under the “totally damaged” category will receive the entire P14,286.75 cash balance from the ESA.

To recall, Ormoc was allocated P689,369,934.25 from the Comprehensive Rehabilitation Recovery Plan (CRRP) which turned out to be insufficient as the number of families rose from 40,673 to 52,325 with the accommodation of more names in the master list. This reduced by half the P30,000 supposedly due to beneficiaries under the “totally damaged” category to only P15,713.25 on the premise that the balance will be requested from the national government thereafter.

With the conclusion of the ESA distribution last month, Mayor Edward C. Codilla endorsed to the 13^th Sangguniang Panlungsod (SP) on Oct. 19 a request that he be authorized to enter into a MOA with DSWD for the release of the second tranche of ESA for those under the “totally damaged” category.

The MOA states that DSWD-8 will download P414,087,162 for the distribution of P14,286.75 to 28,984 families. However, during the meeting called by the SP Committee on Social Welfare, Senior Citizens, Women and Family last Nov. 9, Ramos announced that DSWD can download only P289,840,000 which is good for P10,000 each. The beneficiaries will also receive nine GI sheets to cover the fund gap.

With this information, Councilors Benjamin Pongos and Vincent Rama, committee chairman advised the mayor’s office to submit to the SP a revised MOA indicating that the beneficiaries will receive P10,000 and nine GI sheets instead. It is this MOA which Pepito and Verallo brought to DSWD-8 on Monday.

Ramos told Pepito and Verallo that he pitched for the cash and roofing materials be given because there was no money yet during that time. “At that time we didn’t have additional allocation for the CRRP. After balancing all cash available, we determined we can still allocate,” he said.

Ramos was referring to the P492,652,903.75 savings or unreleased funds from the CRRP for the entire Eastern Visayas. He added he will study if the P414,087,162 needed for ESA’s second tranche in Ormoc can be obligated from the P492,652,903.75 CRRP savings of their agency.

Mayor Ondo allocates P6M for birthday gift to senior citizens

MAYOR Edward C. Codilla ordered the release of P5,934,000 supplemental budget to finance the birthday gift to senior citizens for the period August-December 2015. The appropriation is enough to provide P1,500 birthday gift to 3,956 elderly people as provided for in Ordinance No. 184 of June 20, 2013 otherwise known as An Ordinance Granting Birthday Gift to Bona Fide Senior Citizen Residents of Ormoc City and Appropriating Funds Thereof.

The Codilla administration budgeted P11 million for the birthday gift for 2015 but due to variations in the number of senior citizens who are qualified to receive the benefit, the amount was depleted thus the need for a supplemental appropriation to cover the requirement.

Mayor Ondo Codilla has a soft spot for the elderly.
