PAGAHIMUON na gayud ang pagpanghatag sa ikaduhang hugna sa Emergency Shelter Assistance (ESA) human nadawat sa lokal nga pangagamhanan ang kantidad alang sa maong katuyoan gikan sa Department of Social Welfare and Development (DSWD) niadtong Disyembre 18 sa hapon. 

Si DSWD Regional Director Nestor Ramos mismo ang mitunol ni OIC City Treasurer Delia Vilbar sa tseke nga nagkantidad og P414,087,162 nga iapud-apod sa 28,984 nga pamilya nga nagub-an og mga balay sa bagyong Yolanda. Kada benepisyaryo makadawat og P14,087,162.

Tungod kay daghang adlaw nga walay trabaho karong buwana, gibana-bana nga 18 lang ka barangay ang mahatagan. Gikasubo sa administrador sa syudad nga si Atty. Francis Pepito nga siyam lang ka barangay ang mahatagan sa ESA sa dili pa mag-Pasko, apan mipasalig siya nga mahatagan ang tanang barangay sa dili pa mag-election ban sa Enero 29, 2016.

Ugma, Disyembre 22, upat ang pirmerong barangay nga mahatagan. Gi-schedule sa buntag ang RM Tan ug Libertad samtang ang Lao ug Mas-in sa hapon.

Sa Disyembre 23, Miyerkules, naka-schedule ang San Juan, Mabato ug Nueva Sociedad sa buntag samtang sa hapon mao ang Airport, Green Valley ug Licuma.

Ang sunod nga pagpanghatag mao si Disyembre 28, Lunes diin ang San Vicente, Manlilinao ug Domonor ang gi-schedule sa buntag, ug sa hapon mao ang Leondoni ug Lilo-an.

Ang pinaka-ulhing pagpanghatag karong tuig pagabuhaton sa Disyembre 29, Martes diin ang Curva gi-schedule sa buntag ug sa hapon mao ang Margen ug Esepranza.

Ormoc’s number 3 wanted man falls

A COMPOSITE team captured a man who has been long been wanted for the killing of a barangay official 13 years ago. Terio Cataag, 44, a native of Leondoni here was ranked third in the Most Wanted Persons list of the Ormoc City Police Office (Ocpo) for the murder of Jolly “Bobot” Dejon, barangay chairman of Batuan, this city.

The incident happened 7:30 pm of Oct 19, 2002 at the barangay outpost of Batuan. Three men arrived on board a blue Honda TMX motorcycle without plate number and opened fire at Dejon using a cal.45 pistol. The victim died instantly of multiple gunshot at the back of the head and back of the body.

Although the motorcycle carried three men, police identified four suspects who were involved in the plot namely Danny Dañas, Roel S. Refuerzo, Roel Paredes and Cataag. In 2011, Dañas, who was then the most wanted in Ocpo’s list was killed in a police operation in Liberty, here in Ormoc.

Cataag, on the other hand, was hiding in Cebu all along. Acting on an informant’s tip, operatives namely SPO1 Samson Picardal of the Criminal Investigation and Detection Group, PO3 Ariel F. Villamor and PO1 Raffy M. Reposar of the Ormoc Public Safety Company (OPSC), and PO2 Hannah Lhynn Milan of the Mandaue Police Station pursued Cataag.

The suspect was caught in Sitio Panaghiusa, Tonghaan, Minglanilla, Cebu 6:00 am on Dec. 9. He was promptly brought to Ormoc to face trial. The two other suspects Refuerzo and Paredes remain at large. CInsp. Joel R. Camacho, acting company commander of OPSC credited the successful operation to the information on the suspect’s whereabouts provided voluntarly by a concerned citizen.

No corruption in ESA, says Pepito

Money is the root of all evil, so the saying goes. The essence seems to apply to the Emergency Shelter Assistance (ESA), a program aimed at alleviating the plight of typhoon Yolanda victims through cash allocation. What was supposed to be a noble project has become ugly with accusations of corruption thrown by disgruntled beneficiaries who were disqualified by eligibility guidelines.

Adding fuel to the controversy are the forthcoming elections as parties opposed to the incumbent administration capitalize on the bureaucratic complications to sow intrigue and confusion. In Ormoc, the most common allegation is that Mayor Edward C. Codilla is using the ESA funds to boost his campaign war chest.

But for City Administrator Francis Pepito, nothing could be farther from the truth. “Malisyoso man gyud na nga estorya. Para ra na sa mga way buot nga estorya. Kung paistoryahon ang naay buot, kasabot ta nga imposible na. Kasabot man ta unsang tinuod.,” he said.

Pepito explained the processes the ESA funds had to go through. “Sus, kadaghang proseso ang agian. Di man gyud na magunitan sa mayor (ang kuwarta). Diri pa lang sa atong accounting procedure, sa treasurer, labi na sa auditor, lisod na. Strikto ang mga requirements ana nila.

“Step-by-step naa gyud mga safety nets para wa gyud mawala. Bisan singko sentabos gi-trace na. Otherwise, ma-liable ta. So imposible gyud nga ang atong mga lokal nga opisyal labi na ang mayor, ang atong mga konsehales nga makakuwarta niana,” he explained.

If there is corruption in the ESA, it would be at the national level, Pepito said. “Kung hugaw-hugawaon nato ang atong huna-huna, kung ato lang malisyosohon ba, ang makakuwarta ang mga nasyonal nga opisyales. Di ba gikan man na sa General Appropriations Act? Kinsa man naghimo niana, ang Congress, di ba? Didto ang mga nakakuwarta!”  he said.

But Pepito doesn’t believe there is corruption both on the national and local levels as far as the ESA is concerned. “Pero dili man ta hugaw og huna-huna. Kita nga naay buot ug nakasabot, kahibalo ta nga nga di gyud na tinuod. Imposible na mahitabo. Imposibleng makakuwarta niana.”
